54! permutations of "Europe"

The Rules

Each Player must choose 1 tile of the 54 tiles

Decide on the basis of appearance whether or not it is appears to be European

If you decide it is European, place the tile inside the frame.

Repeat with all 54 tiles, taking turns with all players

On filling the frame, decide whether some tiles may have to be removed to accomodate others. If so, then remove those tiles and add others.

Players must negotiate which tiles are in or out.
